Why Don’t Shelter in Place Orders Apply to Luxury Apartment Construction Projects?

In this video I ask why Shelter in Place Orders in Northern California don’t seem to apply to luxury apartment construction projects. Public health authorities issuing the orders seem to claim the coronavirus (COVID-19) is unusually deadly compared to typical viruses, flus, common colds etc., even raising or implying the spectre of a super-disease such as the Black Death in Europe in the 14th century. Nonetheless, they seem to be allowing continuing luxury apartment construction projects with many workers in densely populated residential neighborhoods with families and children — some of the most expensive and wealthy neighborhoods in the world.
